A finished basement is the cheapest square footage in a Carolina house, because the structure and the roof are already paid for. It is also the easiest to do badly.
Nothing decorative goes in until the water does what we want. Grading, gutters and drainage first, then encapsulation and a dehumidifier sized for the volume, then the room. Finish over a damp crawl space and you have built a mould problem with a ceiling on it.
